AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just over a week before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report published ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the stances of these political entities, the study indicated.
Official Warns Against Using AI Chatbots for Election Advice
The deputy head of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on October 29 in an election that will be closely watched across the continent for the performance of the Freedom party.
The far-right party of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.
Every significant political faction have ruled out an alliance with the PVV, meaning the party that comes second is most likely to supply the future head of government.
Inadvertent Prejudice Linked to Chatbot Functioning
The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
